Pet deposits and fees in California, explained

Start with the lease. It should say whether pets are allowed and identify any rent, deposit, or charge connected to them. Do not rely on a verbal promise, and do not assume a building policy overrides the written rental agreement.

In California, a landlord’s security deposit is regulated and limited; a pet-related security amount is generally part of that deposit, not a separate loophole. San Francisco publishes a useful overview of security-deposit rules. Ask for a written accounting and keep move-in photos.

Assistance animals are not ordinary pets. Fair-housing rules can require a reasonable accommodation, and pet fees or deposits may not be imposed for an assistance animal.
