What SF landlords legally cannot do
An owner cannot physically remove you, change the locks, shut off essential utilities, or seize your belongings to make you leave. Ending a tenancy requires notices and, if the tenant does not leave, a court eviction process. Rent, repair, entry, and discrimination rules also limit what landlords may do.
